POYNETTE AREA PUBLIC LIBRARY BOARD MEETING
Tuesday, December 10, 2024, at 5:00 pm
Poynette Area Public Library
Call to Order and Roll Call - The meeting was called to order at 5:02 PM by President Jason Koopmans. Board Members Darcy Miller, Brittney Jackson, Mary Jo Borchardt, Joni DeYoung and Meghan Visger attended the meeting. Library Director Jodi Bailey was also present. Jerry Pritzl was unable to attend.

Public Comments - None
Adoption of Agenda - A motion to accept the agenda as amended was made by Miller, seconded by DeYoung; motion carried.
Approval of Minutes from November 12, 2024 - A motion to adopt the November meeting minutes as presented was made by Miller, seconded by Borchardt; motion carried.
Treasurer’s Report Presented by Brittney Jackson - The library checking account at Bank First has a balance of $4,474.90 as of November 29, 2024. The SCLS Foundation account has a balance of $2,143.59 as of November 30, 2024.
Current Budget Review - Director Bailey presented the budget.
Director’s Report - Director Bailey shared that the Friends of the Poynette Library created 113 baskets for the Silent Auction from November 9 - December 7. All library staff completed American Red Cross CPR & AED Training conducted by Village Park and Rec Director Shamus O’Reilly. The Village Dept. of Public Works staff moved the pergola in preparation for the repair of the broken pipe under the Children’s library restroom. The library was closed November 28-29 for the Thanksgiving holiday. The staff attended several webinars, classes, and monthly meetings for planning purposes, continuing education, and safety training. Community involvement in November included utilizing the Bookmobile to deliver books supporting the Pioneer Place outreach program, in-home daycare deliveries, and home-bound deliveries.
Village of Poynette Meeting Update - DeYoung started by thanking Director Bailey for letting her ride in the Bookmobile during the Poynette Christmas in the Village Holiday Parade. Hometown Pharmacy closed in the Village. The Village President and Craig Malin have been working with Hometown in hopes to have prescription kiosk lockers at Village Hall in the future. It will be serviced out of the Pardeeville Hometown Pharmacy. There was an award presentation to Aprilaire commending them for allowing their employees to go on Fire and EMS calls during the work day. Shamus reported that the Parks Department was awarded a $2,000 grant for the new permanent ice rink & a $5,000 grant for upgrading the dog park.
Friends of the Library Silent Auction Update—The Friends will not hold a Board meeting in December. They received a $10,000 grant from the PACE grant. Travis Cox finished the new custom bookcase for the Children’s library. He donated half of the cost, $600, and the Friends paid the remaining balance of $600.
Business:
Approval of Vouchers for Library - Miller made a motion to approve the vouchers as presented, seconded by Borchardt; motion carried.
- Discuss 2022-2027 Strategic Plan Year-End Review - Director Bailey feels the library is on track with its focus goals. The staff is great at being collaborative with the community and focusing on community service. Staff continues to work on collection development. Leah Bauer is on SCLS’ Innovation Subcommittee. They are researching options for exterior lockers that may work better for smaller libraries like Poynette (this pertains to a goal in Strategic Focus IV).
- Discuss Bookmobile Premium Maintenance Plan from Bell Ford (approved on Nov. 12, 2024) - Last month the Board approved a voucher for the Premium Maintenance Plan through Bell Ford. The original statement erroneously included sales tax, but that has been corrected.
- Library Space Planning Committee: Schedule an upcoming meeting to discuss other grant opportunities - The Library Space Planning Committee will meet in early 2025 to explore new grant opportunities.
- Discuss Agenda Items for the Next Meeting on December 10, 2024 - Business Agenda items 1, 4, review the rental agreement with The Green Stem, and any items that may arise.
Closed Session (Discussion and/or Possible Action) - Attendance is limited to the governing body (Library Board) and Library staff whose presence is necessary for the business at hand.
Koopmans made a motion to go into Closed Session at 5:49 PM; seconded by DeYoung; roll-call vote conducted and motion carried.
Under Wis. Stats. 19.85(1)(c) – specifically: Considering employment, promotion, compensation, or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility.

Visger made a motion to leave the Closed Session at 6:48 PM, seconded by Miller, motion carried.
Open Session (Discussion and/or Possible Action) Any necessary discussion or action related to closed session items.
Miller made a motion to have President Koopmans meet with Director Bailey to discuss her director evaluation, seconded by DeYoung, motion carried.
Koopmans made a motion regarding Director Bailey’s Paid Time Off allotment beginning in January, 2025 and going forward; seconded by Visger; motion carried.
