POYNETTE AREA PUBLIC LIBRARY BOARD MEETING
Tuesday, November 12, 2024, at 5:00 pm
Poynette Area Public Library
Call to Order and Roll Call - The meeting was called to order at 5:02 PM by Vice President Darcy Miller. Board Members Darcy Miller, Brittney Jackson, Mary Jo Borchardt, Jerry Pritzl, Joni DeYoung, and Meghan Visger attended the meeting. Library Director Jodi Bailey was also present. President Jason Koopmans was unable to attend.

Public Comments - None
Adoption of Agenda - A motion to adopt the agenda was made by Visger, seconded by Pritzl; Motion carried.
Approval of Minutes from October 8, 2024 - A motion to adopt the October meeting minutes as presented was made by Pritzl, seconded by DeYoung; Motion carried.
Treasurer’s Report (Presented by Jackson) - The library checking account at Bank First has a balance of $4,408.05 as of October 31, 2024. The SCLS Foundation account has a balance of $2,078.09 as of October 31, 2024.
Current Budget Review - Director Bailey presented the budget.
Director’s Report - Director Bailey shared that Katy Hanousek was honored as our “Community Superhero” at the SCLS Cornerstone event held at Waunakee Public Library on October 3rd. The library’s windows were washed by Sassy Heifer and the two check-out desk computers were replaced by SCLS staff on October 2nd. Katy took the bookmobile to the community’s Trunk or Treat event on October 30th and the library participated in the Chamber’s business Trick or Treat on the 31st. The staff attended several webinars, classes, and monthly meetings for planning purposes, continuing education, and safety training. Community involvement in October included utilizing the Bookmobile to deliver books supporting the Pioneer Place outreach program, in-home daycare deliveries, and home-bound deliveries.
Director Bailey shared that the library was given the opportunity to purchase a Premium Mainten--ance Plan for the Bookmobile through Bell Ford at a reduced cost of $500 for five years. DeYoung made a motion to have Director Bailey purchase a Premium Maintenance Plan from Bell Ford, seconded by Pritzl; Motion carried.
Trustee Training: Wisconsin Library Law - Director Bailey virtually attended a Trustee Training session “Wisconsin Library Law” presented by Kris Turner, Associate Director of UW-Madison’s Law Library. The session focused on demystifying the law, specific statutes, and cases that affect Wisconsin libraries. It also discussed how to best answer legal questions if they arise. Bailey included some slides and additional notes on Open Meetings Laws and the responsibilities of Library Board Trustees.
Village of Poynette Meeting Update - DeYoung confirmed that the library did not receive the Flexible Facilities Program DOA Grant. She shared that 1,522 people voted in the Village of Poynette. Over 600 people voted early or voted absentee. The new Badger Books with ID scanning technology made the process more efficient. The Village Board approved the 2025 Budget at their Nov. 11th meeting.
Friends of the Library Update - Director Bailey shared that the Friends have 113 baskets prepared for the Auction fundraiser. The Friends Board does not meet in December.
Business:
Approval of Vouchers for Library - Miller made a motion to accept the vouchers as presented, seconded by Borchardt; Motion carried. DeYoung made a motion to purchase two books from Michael R. Ritt, a guest author who will be at the library this Saturday, seconded by Miller; Motion carried.
Library Space Planning Committee - Director Bailey stated there are a few grant opportunities worth discussing. The next Committee meeting will be held on January 8 at 6:00 PM at the library.
Discuss Agenda Items for the Next Meeting on December 10, 2024 - Business Agenda items 1, 2, closed session for Library Director evaluation, 2022-2027 Strategic Plan year-end review and any other items that may arise.
Closed Session (Discussion and/or Possible Action) - Attendance is limited to the governing body (Library Board) and Library staff whose presence is necessary for the business at hand.
Miller made a motion to go into Closed Session at 5:35 PM; seconded by Borchardt; roll-call vote conducted and motion carried.
Under Wis. Stats. 19.85(1)(c) – specifically: Considering employment, promotion, compensation, or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. a. Director compensation
Pritzl made a motion to leave Closed Session at 5:50 PM, seconded by Borchardt, motion carried.

There were not any necessary action items related to the closed session discussion.
